MTSS Tier 2 Interventions: Reaching Beyond Universal Instruction

In an earlier blog, we discussed Tier 1 interventions, which are targeted at most students in the district. Here, we’ll dive into Tier 2 interventions, discuss how they bridge the gap between universal instruction and individualized support, and look at ways technology can support your MTSS processes.  

What are Tier 2 Interventions? 

The goal of Tier 2 is to provide targeted support for students with academic or behavioral challenges that reach beyond the interventions in Tier 1. 

Once you screen and identify at-risk students, Tier 2 interventions offer supplemental support to address academic and behavioral needs. At this point, the students who fall into the Tier 2 category don’t need intensive intervention—such as IEPs. However, they do need more focused attention than what they’re getting with universal instruction.  

Key Features of Tier 2 Interventions 

  1. Targeted Focus: Tier 2 interventions stretch beyond core instruction. For example, a student struggling with reading comprehension might need targeted reading interventions. On the other hand, a student with behavioral challenges might participate in a social skills group. 
  2. Evidence-Based: Tier 2 interventions are grounded in research and are proven to heighten student performance. Using evidence-based classroom strategies to support students will help enhance student success and designing small group learning will allow you to utilize highly effective practices.  
  3. Small Group Setting: Unlike Tier 1, which serves all students, Tier 2 interventions are typically delivered in small group settings. This allows for more individualized attention and tailored instruction. 
  4. Progress Monitoring: Regular student progress monitoring is essential to assess the effectiveness of the interventions. With progress monitoring data and the ability to visualize and analyze the data, educators can make informed decisions as needed.  

Implementing Tier 2 Interventions 

Implementing Tier 2 is a group effort. Educators, specialists, and families should all be involved in the process. Here are some helpful tips to ensure your implementation is effective:  

Identification and Screening 

  • Universal Screening: All students are screened using standardized assessments to identify those who may require additional support. 
  • Data Analysis: The data from these screenings is analyzed to pinpoint students who fall below established benchmarks. 

Selection of Interventions 

  • Identify Students’ Specific Needs: Once students are identified, educators must determine the specific areas where support is needed. 
  • Choose Evidence-Based Programs: Select interventions that are evidence-based and have a track record of success in similar populations. 

Implementation and Delivery 

  • Small Group Instruction: Interventions are generally delivered to small groups of students, focusing on their specific needs. 
  • Qualified Personnel: Ensure that the interventions are delivered by trained and qualified personnel who can implement the strategies effectively. 

Monitoring and Adjustment 

  • Frequent Monitoring: Regularly monitor student progress to determine intervention effectiveness. 
  • Data-Driven Decisions: Use the data collected from progress monitoring to make informed decisions about the necessity of continuing, modifying, or intensifying the interventions.

Examples of Tier 2 Interventions 

Academic Interventions 

  • Reading Comprehension Groups: These groups use targeted strategies to improve reading comprehension skills, often using techniques like repeated reading and guided practice. 
  • Math Tutoring: Focused math tutoring uses methods that promote conceptual understanding and problem-solving skills. 

Behavioral Interventions 

  • Social Skills Training: Programs designed to enhance social skills can help students struggling with social interactions. These programs typically include role-playing, social stories, and direct instruction of social norms. 
  • Behavior Contracts: A behavior contract is a written agreement between the student and teacher outlining behavior expectations and consequences—promoting both accountability and self-regulation.
