The economic environment heading into FY2027 is asking government finance teams to do something most budget processes were never designed to do: plan for multiple futures at once. Federal funding is uncertain, inflation continues to pressure operating costs, and the end of ARPA relief has left many Southeast governments with structural gaps they’re still working through. At the same time, Florida’s HB 1329 is raising the bar on public transparency and financial accountability, adding new production requirements on top of an already stretched budget process.
