Featured Grants: Climate Change for Water Districts

It goes without saying that water is an essential need for everyone. And with the major responsibility of providing water for residential, commercial, agricultural, and industrial uses—as well as ensuring the water supply’s quality and sustainability—water districts are undeniably the backbone of their communities.

Given the importance of water districts, grant funding is crucial for various projects including infrastructure improvement, water conservation programs, and initiatives to enhance water quality and efficiency. With climate change impacting water sources in many ways, these funds are especially important to address critical issues such as drought and water quality, facilitating resilience, and ensuring reliable and safe water supplies. But due to the large volume of grants available, it can be difficult for water districts to find the right funding opportunities for their goals.

California Environmental Protection Agency

The California Environmental Protection Agency’s grant program provides low-cost financing to communities for various water quality projects, aiming to prevent pollution and maintain the beneficial uses of water resources. The funding supports the construction of wastewater treatment and water recycling facilities, nonpoint source pollution control solutions, and estuary conservation plans.  The main goals of this program are as follows:

  1. Preventing Pollution of Water Resources: To reduce or eliminate pollution through various water quality projects, including wastewater treatment, water recycling, and controlling nonpoint source pollution.
  1. Maintaining Beneficial Uses of Water Resources: To ensure that water remains available and suitable for essential uses, such as drinking, agriculture, and ecological sustainability.
  1. Enhancing and Restoring Water Quality: To improve the overall quality of California’s water resources, aligning with the mission to protect and promote public health, safety, and welfare for current and future generations.

U.S. Department of the Interior

This grant program supports projects that enhance water management flexibility and reliability in preparation for drought and water supply shortages. Rewarding projects that increase water supply reliability, build long-term drought resilience, and reduce the need for emergency drought responses, eligible activities for funding include infrastructure improvements, groundwater management, decision support tools, and domestic water supply projects for tribes or disadvantaged communities in the western United States and U.S. territories. The key goals of the program are:

  • Increase Water Management Flexibility and Reliability: To enhance the ability of entities to manage water resources effectively—particularly during droughts and water supply shortages—through infrastructure improvements and the development of alternative water sources.
  • Build Long-Term Drought Resilience: To support projects that create sustained benefits and long-term solutions to reduce the need for emergency drought response actions such as temporary infrastructure or water hauling.
  • Support Disadvantaged Communities and Tribes: To provide reliable domestic water supplies to tribal and disadvantaged communities lacking access, including the development of new water supplies and necessary infrastructure for treatment and delivery.
