CityBase (TCB) powers Euna Payments and is part of the Euna Solutions® financial suite.
CityBase is a registered payment service provider for municipalities, utilities, transit agencies, and government departments across the United States and Canada.
Citybase (TCB) software processes web, in-person, and mobile payments on behalf of public agencies. CityBase payment services power the Euna Payments software suite, including, but not limited to the Online Portal, Kiosk, and Cashiering solutions.
CityBase is authorized to process constituent-initiated payments on behalf of its public sector & utility customers.

You likely saw this charge because you recently paid for one of the following through your city or county:
- Utility bill
- Parking ticket or citation
- Permit or license
- Property tax
- Court fee
- Transit or municipal service
If you recognize the payment you made, the service fee corresponds to that transaction.
What is the TCB Service Fee?
Why Are You Seeing *TCB or CityBase Service Fee on Your Bank Statement?
When you make a payment to your city or public agency, you may be charged with a service fee that covers the cost of payment processing. This fee may be seen on bank statements as a separate transaction that is processed following the principal transaction amount. For example, if you pay a $100 parking citation with a 3% service or convenience fee, this will show up on your banking or credit card statement as a $100 transaction and a $3 transaction.
The service fee transaction may include one or all of the following in the statement descriptor:
- *TCB
- Citybase
- Service Fee
All CityBase service or convenience fee payments are accepted by the payer prior to completing the transaction.
Before you issue a chargeback or dispute these transactions:
- Did you make a payment for utility or city services during that time?
- Do you recognize the transaction listed before the service fee transaction?
- Do you have transactions on your bank statement from prior months that are identical to the transaction in question?
If your answer is yes to each of these questions, then you likely approved both the initial transaction and preceding service fee transaction. Issuing a dispute or chargeback will likely result in a reversal of the payment you made to your city, potentially impacting the services you made the initial payment for.
If a prior payment is incorrectly disputed, the agency may also issue a penalty to the payer if the service agreement you have with the city includes penalties for late or incorrectly disputed payments.
This fee is not imposed by your bank. It is associated with the payment you submitted to your city, county, or public agency.

Depending on the department or city you paid, the descriptor may appear as:

All of the above refer to CityBase processing your government payment. TCB stands for “The CityBase.”
Refunds & Compliance
If your underlying payment is refunded by your city or agency, the associated service fee may be refunded depending on agency policy. Refund questions should be directed to the department you paid.
