From Fragmented Workflows to a Statewide Standard: Idaho’s Multi-Agency Transformation with Euna Grants 

Idaho state agencies set out to modernize fragmented grant management processes that varied widely across departments, tools, and workflows. What began as an effort to standardize grant management evolved into a coordinated, statewide initiative led by the Idaho State Controller’s Office to integrate Euna Grants, part of the Euna Solutions® financial suite, with the state’s ERP system, Luma. Today, agencies benefit from a connected grants ecosystem that improves accuracy, strengthens oversight, and dramatically accelerates payment timelines without sacrificing agency-level flexibility.

The Challenge 

Prior to Euna Grants, Idaho agencies managed grants using a patchwork of tools, including Excel spreadsheets, JotForms, and email-heavy workflows. Each agency operated independently, creating inconsistencies in data, documentation, and reporting. When Idaho rolled out Luma, its new ERP system, a significant gap became clear: agencies lacked a modern grant management solution capable of aligning with ERP requirements while supporting day-to-day grant operations. 

Key statewide and agency-level challenges included: 

  • Disparate tools and processes across agencies, making standardization difficult 
  • Heavy reliance on Excel and email-driven workflows
  • High risk of manual errors, version control issues, and broken formulas 
  • Slow reimbursement cycles and limited visibility into payment status 
  • Difficulty pulling real-time budget and spending data for oversight and reporting 


For the
Idaho Council on Domestic Violence and Victim Assistance (ICDVVA), a small five-person team administering multiple funding streams, these challenges were especially acute. Reimbursements were tracked in complex Excel workbooks with multiple tabs and formulas, while supporting documentation arrived via long email chains with hundreds of pages of attachments. Pulling together reports or gaining real-time visibility into budgets required manual work across multiple systems, slowing processes and increasing administrative burden.

The Solution 

Idaho selected Euna Grants as a statewide solution to modernize grant management while supporting consistent integration with Luma. The state pursued a two-phase approach: first standardizing grant processes across agencies using Euna Grants, then integrating those processes directly with the ERP to eliminate duplicate data entry and reduce handoffs. 

In evaluating solutions, Idaho agencies were looking for: 

  • A centralized grant management system that could scale across agencies 
  • Flexibility to support agency-specific programs within a statewide framework 
  • Accurate, real-time budget tracking and reporting 
  • A secure system to collect and store large volumes of supporting documentation 
  • The ability to integrate cleanly with Luma and support faster, more reliable payments

     

The Idaho State Controller’s Office led coordination efforts by developing shared requirements, standardized data maps, and a common interface framework that could support different agency configurations while ensuring consistent data entry into Luma. 

For ICDVVA, Euna Grants replaced Excel-based reimbursements and email-heavy documentation with a centralized system that provides real-time budget visibility, built-in audit trails, and easier correction workflows.

Results 

The combination of Euna Grants and the Luma integration delivered measurable operational improvements for Idaho agencies, while streamlining what had previously been complex, manual processes. 

At the statewide level, Idaho developed a repeatable integration approach grounded in standardized requirements, shared data maps, and structured user acceptance testing. Over time, integration efforts became smoother and more predictable as agencies learned from one another through shared meetings and consistent communication practices. 

For ICDVVA, implementation translated directly into faster reimbursements, stronger oversight, and greater control over payment timing without increasing staff workload. 

Payment turnaround times improved dramatically: 

  • Previously: 3–4 weeks 
  • After Euna Grants stabilization: ~2 weeks 
  • After Luma integration: as fast as 1 day 

Faster payments reduced financial strain on subrecipients, helping organizations avoid payroll delays and maintain essential victim services. Eliminating manual data re-entry and Excel-based tracking significantly reduced errors, while centralized documentation and real-time budget visibility strengthened oversight. 

At the statewide level, agencies benefited from fewer handoffs, reduced duplicate data entry, and smoother integrations as best practices were shared across departments.
